For hundreds of years, scholars who have studied the work of Nostradamus have debated over the meaning of Century X, quatrain 72. It is one of only 6 Nostradamus quatrains that sites an actually date and year in which a specific event will occur. Many of the other time codes in the Quatrains are astrological in nature, and so are still open to interpretation. But this very specific verse, triggered a series of events, and apparently brought such horror upon the world, that the Doctor of Provance, looking down the corridors of time, felt duty and honor bound to desperately give the human race one last warning which he prayed would echo down through the ages. Nostradamus lived from 1503 to 1566 and wrote his prophecies in the form of four line verses called "Quatrains" which in French means "line of four". These quatrains were placed in groups of 100 which were then called "Centuries" of which there are ten, all having 100 quatrains each. Originally published in 1540 they have been in print ever since, and after all this time his name is synonymous for successful prognostication Nostradamus states in his Preface that his prophecies stretch to the year 3797 AD. So interpreting the majority of them for our modern age may be pure ego. Nostradamus has had a multitude of ardent propagandists, the like of which no other prophet has been blessed. His memory has never been allowed to pass into oblivion. Down through the centuries, as the interest aroused by one enthusiastic book began to wane, another appeared. The obvious maddening trouble with looking into ANY of Nostradamus's work, is that the full meaning of any particular quatrain is usually only clear after the event has come to pass, and even then they are so obscure, that one verse could apply to events that occur over and over again. This has kept many generations enthralled with his work, as each sees something in his predictions for their particular age. Oft times this was true, as Nostradamus himself said that many of his quatrains were based upon astrological patterns that, like history and mankind's own behavior, repeated itself over and over. But this is NOT so with Century X: 72, which gives a specific year and month for the event. Still it is obscure and frustrating, which is why everyone from boring, pompous charlatans like Dolores Cannon, to legitimate studied scholars like John Hogue, have raged over its ultimate meaning. In my own efforts with Nostradamus scholar Robert "Nostra-Bob-us" Egan, it helps when I can come to him with a vision, feeling or impression that I get for a certain event, and then turn him loose to find something in the quatrains that might match it. Obviously, KNOWING the outcome in advance, makes the task of decoding the verses less daunting. Using this knowledge of future events, and my and Mr. Egan's expertise with language, I believe, that with the unraveling of only recent current events, we have now cracked this verse to give a VERY SPECIFIC and HORRIFIC meaning to this verse, which has given me chills and nightmares for many days and nights. There are three books that I use constantly, with which I believe, that with hard work, long study and gifted insight, one can figure out all mankind's ultimate destiny: The Holy Bible in Modern English (the Ferrar Fenton Edition), The American Ephemeris for the 20th Century, and Nostradamus And His Prophecies by Edgar Leoni. In French the verse reads: L'an mil neauf cent nonante neuf sept mois, Du ciel viendra un grand Roi d'effrayeur Ressusciter le grand Roi d'Angolmois, Avant aprŽs Mars regner par bonheur. "The year 1999, seventh month....." This is not as clear as we might think. The 1999 is of interest, because if you invert the 9s they become '666'. I don't think there is any trickery or obfuscation here, as an actual YEAR in the quatrains is so unique, that it is obvious we are being warned very clearly WHEN this event will occur. The French for seven could be 'Sept' OR, the more likely interpretation, the abbreviation for September, which means "seventh month" and retained its name even after the Romans added July (Julius) and August (Augustus) to the old calendar to make the year 12 months instead of 10. So 'sept mois' could, by the newer calendar mean July OR September by the old calendar. In my mind, September is more likely. "From the sky will come a great King Of Terror:" This is about as clear as he could make it. What could come from the sky? In Nostradamus's day, it could be easily interpreted as a meteor, as nothing else could really come out of the sky. In our day we now have any number of terrors which could come from the sky in the form of asteroids, killer satellite technologies, super secret aircraft, UFOs OR nuclear tipped missiles which could wipe out entire countries in the blink of an eye. Here he is speaking of a singular object which seems to have a specific title. 'King Of Terror' is capitalized with the royal 'Roi'. But this is also very clearly a NAME as well as a title. The King of Terror was the name given to Gengis Khan, born 1162 AD, died 1227 AD. The Mongol Horde was so ferocious and bloodthirsty that it didn't really have to FIGHT that many battles. They would simply show up, and entire countries would run away or give up without a fight. Bloodless surrenders were negotiated, Gengis would loot the city, rape MOST of the women, then move onto the next fear stricken land. His reputation and the sheer mindless terror it invoked won more battles for him than any force of arms. His motto was "Victory Through Policy and Strategy." Gengis invaded India down through the Hindu Kush of what is now modern Pakistan in 1206 AD and he and his dynasty ruled the area of northern India for nearly three generations. The title KHAN is also pronounced "CAIN" and means "Wise Old One" or more literally "Wisdom of the dragons or serpents". It is of interest that the Biblical Cain, who slew Able, after he was judged by the Angel of God for his brothers murder, was given a racial color, or mark, upon his skin where he then went north to the land of Nod, where he took a wife, and became a great king and leader of a vast tribe. Many scholars have speculated that Nod was in fact China, and great leaders became known as 'Great Cains" or 'Khans'. "To bring back to life the great King of the Mongols," One had better sit up and take notice when Nostradamus uses the SAME metaphor for an individual TWICE in the same verse. But here it gets sticky again, and has multiple meanings and double entendrŽs which are the wily doctor's stock and trade. Gengis Khan was obviously the great King of the Mongols AND the great King of Terror. The preface for his title in Chinese even translates to "Great". But Roi d'Angomois which is interpreted as 'MONGOLS' can also be interpreted as 'MO-GOLS'. The MOGOLS also invaded INDIA down through Pakistan in 1689 AD under the leadership of the first of the Mogol emperors Shah Kevah Khan. His empire stretched from the Yellow Sea to the Black Sea. Both men had the title of Khan and both could be considered Kings of Terror AND Kings of the Mongols/Mogols. What they had in common was the invasion and conquest of India though modern day Pakistan, which is the gateway to the sub-continent. "Before and after Mars to reign by good luck." "Before and after" means that MARS (which if you invert the 'M' becomes 'WARS') the god of war, will create many battles and conflicts both BEFORE and AFTER the central event takes place. "To reign" means to be in power over an area. To enforce a government. To rule people. 'By good luck' is of interest, because it could mean that someone comes to rule a particular area by a fortunate set of circumstances. Another word for 'Good Luck' is 'auspicious', as in an 'auspicious aspect of the stars', whose root word is Sanskrit for SHIVA, the third god in the Hindu trinity. Shiva is the giver of luck, but also of death and destruction. He slays the demons of illusion with the swords in his many arms, but for all that he destroys he also leaves the seed of rebirth and regeneration, for all things must die, in order to be born again. When Robert Oppenhiemer exploded the first atomic bomb at the TRINITY site in New Mexico, he commented, "We have unleashed the might of Shiva on the world again!" So who could be considered the NEW King of Terror? The NEW King of the Mongols or Mogols? Are we in fact given the very NAME of the man who will perpetrate this atrocity against millions of people and plunge the world into an ongoing nuclear nightmare! He is the head of Pakistan's 'Atomic Energy Commission', the father of the Islamic atomic bomb, which will now, no doubt, be available to ALL the Islamic countries in just the next few months or years. His full name is Akbar Abdullah Qadeer KHAN. Akbar in Arabic means "The Great" or "The Great One". Abdullah, which is usually shortened to Abdul, means "He who is the great servant of Allah", or "He who would do anything for his God." He has been called "The King of Terror" in hundreds of Indian newspapers, and he has now put the "Terror of Allah" into the hearts of nearly 1 billion Indians, all of Asia, and certainly the rest of the world. Obviously the Pakistanis are Moslem, which means that giving Islam the atomic bomb would certainly "bring back to life the great King of the Mo-gols," or the Islamic conquerors. "Auspicious," or good luck, in the INDIAN language means "Blessed by SHIVA. Hinduism...the Hindu...the God of the Hindu...IS THE VEILED MEANING of this line of the quatrain. THIS MAN COMES TO POWER...AND STAYS IN POWER BECAUSE OF THE POLICIES AND PRACTICES OF...INDIA...WHOSE POPULATION IS OVER 80%...HINDU. The confrontations are of a RELIGIOUS NATURE...now...with the use of NUCLEAR WEAPONS. THE KHAN MISSILES, which is what they are called in Pakistan, and all over Asia, are a fact of modern day...current...HISTORY. So in the SAME VERSE, that has been debated by Nostradamus scholars and interpreters for nearly 500 years, we are given a NAME, a DATE and a possible LOCATION of where these KHAN missiles are going to be used! The Kashmir valley was a region that was simply left open and unclaimed by anybody when the British left in 1948. It was a bureaucratic oversight that has caused 3 wars, massive terrorism and untold misery. KASHMIR also means in Sanskrit "Place of Beauty and Good Fortune". The "REIGN of MARS (Wars)" has certainly occurred "Before and After" by "good luck", or in the valley of good fortune. The coming nuclear war, in July or September of 1999, between India and Pakistan will be over the "Valley of Good Fortune": KASHMIR! Here is a brief timeline of the accomplishments of Dr. Akbar Abdul Khan and Pakistan's march into the nuclear age: 1979 April - The United States cuts off all military and fresh economic aid to Pakistan, refusing to accept assurances from Islamabad that its nuclear program was purely peaceful. June - Gangs attack French ambassador to Pakistan Pol le Gourrierec and a first secretary of his embassy when they are driving toward Kahuta and later beat up a BBC correspondent, Chris Sherwell, in Islamabad while he is trying to locate the residence of Pakistani nuclear scientist Abdul Qadeer Khan, head of the Kahata laboratories. August - Pakistan intensifies security around its nuclear establishments, moving ground-to-air missiles near the Kahuta plant after publication of a U.S. feasibility study that sabotage or a commando attack was one option among several to prevent Pakistan from exploding a nuclear device. Sept. 4 - Phillip May, 18, son of a British diplomat beaten and detained by police after losing way in a district of Islamabad housing Dr. Akbar Abdul Khan. 1980 August - Pakistan says it has joined the privileged rank of a dozen countries by being able to fabricate its own nuclear fuel based on uranium available in the country. 1983 Nov. 14 - An Amsterdam court sentences Dr. Abdul Khan in absentia to four yearsÕ jail for attempted espionage. Khan denied spying in a letter to the Dutch government. 1984 Feb. 9 - Khan is quoted by a Pakistani newspaper as saying Pakistan could now enrich uranium and hinted it could produce its own atomic bombs. May 22 - Khan writes in signed article in a Pakistani defense journal that it is "possible for us not only to manufacture atomic bombs but also hydrogen bombs." 1985 Feb. 24 - President Mohammad Zia-ul-Haq, quoted by BritainÕs Observer newspaper, says Pakistan has successfully produced enriched uranium but said the project was aimed at producing nuclear power and not weapons. March 28 - An appeals court in Amsterdam quashes 1983 conviction of Khan for attempted nuclear espionage. 1987 June 18 - Pakistan Prime Minister Mohammad Khan Junejo calls for a regional conference to prevent spread of nuclear weapons in South Asia. November - Pakistan denies a Washington Post report that quoted a U.S. intelligence official as saying it was only "two screwdriver turns" from a completed nuclear bomb. 1988 Feb. 28 - BritainÕs Observer newspaper quotes Khan as saying in an interview that Pakistan has an atomic bomb and is prepared to use it if the countryÕs existence is threatened. Dec. 31 - Pakistan and India sign agreement prohibiting attack on each otherÕs nuclear installations. 1989 Dec. 4 - PAEC chairman Munir Ahmad Khan says a nuclear deal with China in November for a 300-megawatt nuclear plant had broken an international embargo against Pakistan. 1990 Feb. 21 - French President Francois Mitterand says after talks with Prime Minister Benazir Bhutto in Islamabad that Paris is ready to provide Pakistan with a nuclear power plant and settle the long-standing dispute over the previous deal on a nuclear reprocessing plant. October - The United States stops all military and fresh economic aid to Pakistan over suspicions that its nuclear program is weapons-oriented. 1991 Jan. 27 - Pakistan and India ratify the 1988 agreement on banning attacks on each otherÕs nuclear plants. June 6 - Pakistan Prime Minister Nawaz Sharif proposes five-nation (China, India, Pakistan, Russia and the United States), consultations to ensure nuclear non-proliferation in the region. All but India accepted the proposal. 1992 February - The Washington Post quotes Pakistan Foreign Ministry secretary Shaharyar M. Khan as saying in an interview that Pakistan now had the components and know-how to assemble at least one nuclear explosive device, marking the first time a Pakistani official confirmed publicly the extent of the countryÕs nuclear program. But a Foreign Ministry spokesman later accused the Post of carrying "a somewhat distorted version" of the interview. He said Pakistan had activation of a 300-megawatt nuclear power project at Chashma in Punjab province with plant to be supplied by China. 1994 Aug. 23 - Former Prime Minister Nawaz Sharif tells a public rally in Pakistan-ruled Azad (free) Kashmir that Pakistan possesses the atomic bomb, but the government of then-Prime Minister Benazir Bhutto immediately denied the claim. 1995 November - U.S. Congress approves an exemption to ban arms sales to Pakistan, allowing delivery of $368 million worth of military hardware already paid for, but not of F-16 fighters. - Extension of nuclear Non-Proliferation Treaty signed, but Pakistan says it will not sign unless India does. India says the pact discriminates against nuclear threshold countries. 1996 January - India tests Prithvi II missile capable of carrying nuclear warheads. Pakistan says the missile is designed to attack its cities. March - U.S. officials say Pakistan plans to conduct its first nuclear test if India conducts one. Pakistan Explodes 5 Nuclear Devices in Response to India By DEXTER FILKINS, Times Staff Writer ISLAMABAD, Pakistan -- The Pakistanis answered India on Thursday May 28 with five nuclear weapons tests of their own, accelerating the arms race between the two rivals and shattering hopes of a quick end to the South Asian crisis. Prime Minister Nawaz Sharif of Pakistan said he ordered the explosions to safeguard his nation's security in the face of an imminent Indian threat. The detonations, carried out at 3:30 p.m. at the Chagai Hills laboratory in the Baluchistan desert of western Pakistan, came 17 days after the freshly elected Indian government startled the world by announcing that it had tested nuclear devices«including one intended for use in a hydrogen bomb. ''India exploded nuclear devices, and today we have paid them back,'' Sharif said Thursday in a broadcast speech. ''We would rather be beheaded than tolerate this insult.'' Pakistan seemed poised not just to match India's five tests, but to raise it one or more. It appeared to be making preparations for another nuclear test 60 miles from the site of Thursday's underground explosions, according to a senior official in the Clinton administration. The devices were detonated in the Chagai region of Pakistan's desolate southwestern Baluchistan province, barely 30 miles from the border with Iran and Pakistan. The tests, though widely anticipated here and abroad, seem certain to escalate tensions between India and Pakistan, bitter enemies that have fought three wars since they broke from the British Empire in 1947. The tests demonstrated for the second time in three weeks that the web of treaties and penalties erected by the international community are powerless to halt a nation determined to test a nuclear bomb. In announcing the explosions, the Pakistani government said it will place nuclear warheads on its Ghauri missiles, which can strike most of India. The announcement matched the Indian government's recent statement that it not only tested nuclear weapons but deployed them. However, Sharif did not rule out first-use of nuclear weapons, as India«with its vastly larger army«has done. Last week's threats uttered by Indian leaders over the disputed region of Jammu and Kashmir, the cause for two of the countries' three wars, only seemed to increase the likelihood of a Pakistani response. Sharif, dressed in a black tunic and flanked by the Pakistani flag and a portrait of the nation's founding hero, Mohammad Ali Jinnah, warned citizens to prepare for lean economic times. Pakistan, already one of the poorest and most illiterate countries in the world, stands to suffer much more than India, whose economy is largely self-contained. Brokers at the stock exchange leaped in jubilation at the news of the nuclear blasts. In Rawalpindi, Karachi and other major cities, residents set off firecrackers, fired guns into the air and burned Indian flags. Even former Prime Minister Benazir Bhutto, Sharif's political foe, nodded her approval. ''Now the Muslim world can be proud of us,'' said Mohammed Rasheed, a 38-year-old clerk and father of five in Karachi. ''Pakistan is now a superpower.'' With May's nuclear tests, Pakistan and India have both made public their long-presumed capabilities. India, which tested a nuclear device for peaceful purposes in 1974, and Pakistan, slapped with U.S. sanctions in 1990 for its aggressive pursuit of nuclear technology, have been capable of producing nuclear weapons for years. The election two months ago in India of the Bharatiya Janata Party, or BJP, an avowedly Hindu nationalist group, set the stage for the dramatic rattling of South Asia's strategic balance. Indian Prime Minister Atal Behari Vajpayee said he ordered the five nuclear tests to protect his nation in what he described as a dangerous nuclear neighborhood, where India is ringed by foes Pakistan and China. China, which holds a large patch of territory in the Himalayas that is claimed by India, has been one of Pakistan's main suppliers of nuclear and missile technology. What's more, the BJP matched its deeds with aggressive words. Last week, Vajpayee pointedly warned Pakistan about its support for Muslim insurgents in the Indian-occupied state of Jammu and Kashmir, and he suggested that he might launch a strike into Pakistan. A.K. Advani, the party president, told Pakistan to submit to the changed strategic situation. All week long, India and Pakistan have bombarded each other with artillery along their 450-mile disputed border in Jammu and Kashmir. The fear of many people inside and outside the Asian subcontinent is that those exchanges could burn out of control and perhaps spark a nuclear exchange. It was just such fears that sent U.S. diplomats racing to New Delhi and Islamabad in 1990 to defuse a confrontation that they feared was about to go nuclear. On Thursday, even before the latest tests were announced, tensions flared again as Pakistan accused India of preparing to launch a preemptive attack on its nuclear facilities. Pakistan is well on the way to overcoming the main technical problems involved in nuclear missile technology: mastering the guidance system; miniaturizing the nuclear warhead; and revamping the equipment so it can withstand heat, cold and vibration as it reenters the atmosphere. ÊÊÊÊÊThe experts said Pakistan and India are also capable of devastating large sections of the other country with old-fashioned aerial bombs loaded onto aircraft, although such attacks have far higher odds of failure than a missile attack. ÊÊÊÊÊIndia, with Soviet-built SU-30 aircraft, is believed to have a handful of such aerial nuclear bombs prepared, although analysts say information on the number is scarce. Ê Pakistan's new Ghauri missile has a range of about 930 miles, which would enable it to strike many big cities in India. ÊÊÊÊÊThe missile was successfully tested April 6 in an event that was televised domestically for maximum effect. Analysts say Pakistan may have a handful of Ghauris at most. ÊÊÊÊÊThere are signs that the missile is not ready for deployment, as the Islamabad government suggests. It has gone through only one flight test; usually, defense officials require five to 10 tests at a minimum, said Richard Speier, a missile expert formerly with the Pentagon. ÊÊÊÊÊ''You don't want your own nuclear missiles blowing up on launch,'' he said. ÊEven so, he predicted that the country is probably only ''several months away'' from being able to accomplish that. ÊÊÊÊÊIn addition to the Ghauri, Pakistan has perhaps as many as 36 M-11 missiles, which have a range of about 170 miles. ÊÊÊÊÊArrayed against this is an Indian nuclear missile arsenal that, despite claims by Indian officials made after New Delhi's nuclear tests earlier this month, probably needs some work before it is ready for use. ÊÊÊÊÊThe latest generation of India's new Agni missiles have a range of up to 1,600 miles, which would take them well into China. They are in the final stages of research and development. ÊÊÊÊÊIndia also has at least several dozen Prithvi missiles. Their range of about 200 miles would be sufficient to strike at most of Pakistan. ÊÊÊÊÊWith a highly developed nuclear industry, India is believed to have enough fissile nuclear material for about 80 bombs, compared with 25 to 40 for Pakistan. ÊÊÊÊÊMissiles are considered more effective weapons because bombers can be shot down by surface-to-air missiles or other aircraft; so far, there is little protection against missiles that travel at nearly five times the speed of sound. ÊÊÊÊÊIt also takes far longer to mount a bombing raid, compared with missile flight times that might be only three minutes from Islamabad to New Delhi. ÊÊÊÊÊEven so, analysts believe that Pakistan is fully capable even now of wiping out at least a handful of Indian cities, while India, with an air force of 770 planes, could do far more damage to its neighbor. ÊÊÊÊÊ''With what they have even today, the damage would be tremendous,'' said Andrew Koch, an analyst at the Center for Defense Information in Washington. ÊÊÊÊÊA next step in the arms race will probably see each country beginning the large-scale production of missiles. Such efforts require a huge industrial infrastructure, and for that reason, the much larger India will have a clear advantage. ÊÊÊÊÊAnalysts warn of the dangers of having the two countries' long border bristling with missiles. ÊÊÊÊÊ''When you look back through history,'' said Clay Bowen, an analyst at the Monterey Institute of International Studies, ''wars tend to be fought by people who share borders.'' -----END STORY---- History is also repeating itself in this same location. A Classic of Hindu literature called 'THE MAHAMBARATA" describes a great war that took place over 8,000 years ago in the same section of India where it is now testing atomic weapons. It tells the story of the great Prince Arjuna, engaged in a war with his evil uncle to the north. He gives up and will not fight, because he fears to unleash the deadly "NEEDLES OF SHIVA" on people that are part of his own family. Krishna appears to him, and shows him the karmic link between he and his uncle, and that just as his uncle had killed him in a past life, now it was time for Arjuna to kill him. Arjuna unleashed the NEEDLES OF SHIVA, which totally obliterated a 60 square miles area in Koreksetra. The blast "stripped the very flesh from an elephant leaving his skeleton still standing for a few moments. Its heat was like that of the sun. It lasted from .... 6 years.... from your dating.... 1998, when the rumblings and skirmishes started, until 2025 to 27, when the smaller battles were winding down..... it was in that period of time, 2027, when the last great meteor struck..... The great wars began primarily as a final conflict between China, between the Islamic Jihad, and between what was then called Europe, The United States and Russia. There was great hope at first as what were called the Communist regimes of first Russia and then China collapsed. North and South Korea reunited, and it seemed that mayhaps an age of peace would ensue. But China becoming ÔFreeÕ made her even more dangerous, and soon she wanted all the comforts, technology and resources of the west. The tragedy was that you in America built her industries, her technology, her entire economy, which was all being converted for the purpose of war against you! The government knew it. The people knew it, but you, as we say, Òsold them the rocks with which you were stoned!Ó From our perspective it was the insanity of greed from all sides that nearly destroyed your world. That is why that thinking is so vile and repugnant to us now. Our country, the NAU or the Turtle Island, was not involved in many of the conflicts. We pride ourselves that there were only two or three great battles that were fought around the turn of the great age that resulted in our defeat. And from that point on, there was much civil war that was happening here in the NAU and because of the Civil Wars and the breakup of the political system here into the current 13 Sovereign Nation/States... this is much of what caused our Nations and Counties to refrain from being involved in this conflict. This, sadly however, in some ways made things worse. We fought the final war against China, after they had taken Taiwan, Viet Nam, Japan, all of South East Asia and Australia. Their confederation became popularly known as The Kings of the East, or The Great Dragon. They invaded America last, coming across the Bering Strait over Alaska, down into the Pacific Northwest, through what is now called Eden, with an Army of 200 million! Not since the days of the Mongols had such an army been seen! Only about half that number actually reached our shore. But no matter how many we killed they just kept coming! They were like ants, or a swarm of angry bees! And they were more savage and brutal than anything that had ever been seen. They killed everything in their path. No one was spared. They were finally stopped by our wonder weapons, (which had killed half their number along the way), and by direct intervention by what were thought to be the Sky People (although that is still a mystery), and the final battle was fought in what was called Denver, Colorado, but which we now call ÒThe Plateau Of JudgmentÓ. To this day, China is still a wasteland, and cannot be inhabited for another 100 years. Almost a billion people translated in the blink of an eye. (Tears are streaming down his cheeks.) So much horror. So much pain. The conflict began, as I said, with the attack of Pakistan against India. And there was Ôthe nameless oneÕ who was the one responsible for most of the great destruction and great terror that began in the Middle East that was then strewn across the planet and the final invasion and destruction of Jerusalem in, I believe, 2006. He and the Chinese Horde were the last great evils. Doug: Is he the one.... your grandfather has talked to us before about, one that is called the Antichrist. Would this be the same person? Vajra: Om. Jamal. Which is truly the sickest of jokes, because his name meant ÔThe Beautiful OneÓ. Doug: Okay. So the United States doesnÕt get too involved until much latter in the Great War? Vajra: The old United States are involved early on, and because of great defeats that are suffered, military defeats, the United States here are no longer involved. That is why our Countries survived much of the destruction. We withdrew much of our military might and used it to protect and defend our Countries and our shores. However, please remember that we were not much involved at first because many of the independent countries here were beginning to break away, and as those countries broke away, leading to the political system and structure that we have now, they were not interested in becoming involved in the great wars with the Jihads and with China and with Europe. We had great military force and might but with the destruction of the computer data bases and the financial system of the old New York, by the pulse of a near miss of a nuclear missile, and later by flood, and the destruction of what was then the Capitol of Washington D.C., by an unusual biologic weapon. I think the conclusion was that the weapon was something called Red Mercury, as it was atomic, but also with biologic effects. Like a very dirty radioactive bomb...but I do not understand such things.

Indians predict nuclear strike during border war Ashes of despair ... India yesterday resumed air strikes against heavily armed Pakistan-based intruders who have occupied dozens of mountain peaks in Indian-controlled Kashmir near Kargil, 600 kilometres north of New Delhi. However, Western diplomats said heavier than admitted casualties among Indian ground troops battling to retake peaks rising above 5,000 metres in the Himalayan region were increasing pressure on New Delhi to extend air strikes to targets in Pakistan-controlled territory.

An Indian Army spokesman, Colonel Bikram Singh, said an estimated 600 intruders remained in the mountains, supported by up to 3,000 people inside Pakistan supplying the fighters with food, ammunition and reinforcements. Colonel Singh said that while artillery was targeting resupply bases in Pakistan-controlled Kashmir, Indian ground forces would not cross the Line of Control (LOC) dividing Kashmir between India and Pakistan. India has reported that 104 of its soldiers have died and 242 have been wounded since the fighting began last month, but informed sources said the real number killed was closer to 1,000. Thousands of civilians continued to flee villages on both sides of the Indo-Pakistan border in Punjab, as well as along the LOC, as tanks, artillery and armour readied for the possibility of full-scale war. Government officials estimated nearly all the residents of 600 villages in Punjab had fled to Sikh shrines in large cities, Associated Press reported. In many places, people cheered soldiers who headed towards the border in tanks and trucks, it said. As air raid sirens were tested in Delhi, an opinion poll published by the Times of India newspaper found that 54 per cent of respondents believed Pakistan would use nuclear weapons in a fully fledged war. India and Pakistan - which have fought three wars since independence in 1947 - both tested nuclear weapons in May last year, and claim to have aircraft and missiles capable of delivering them.

While India has pledged not to use them first, Pakistan's standing threat to do so has been criticised by the Stockholm International Peace Institute. The United States President, Mr Bill Clinton, telephoned Pakistan's Prime Minister, Mr Nawaz Sharif, on Tuesday and urged the withdrawal of the intruders, who Islamabad says are Kashmiri separatists. India says they belong mainly to the Northern Light Infantry of the Pakistan Army. Mr Clinton also spoke to India's Prime Minister, Mr Atal Behari Vajpayee, on Monday, urging him not to escalate the conflict. The Pakistan deputy High Commissioner was summoned to the Ministry of External Affairs in New Delhi yesterday to be told of India's outrage at the alleged torture and mutilation of six Indian soldiers, whose bodies were returned by Pakistan last week.

Pakistan's standing threat to use nuclear weapons first in a conflict endangers South Asia, the Stockholm International Peace Institute (SIPRI) said today. But the risk of nuclear proliferation by Pakistan and India, currently engaged in an artillery duel in the Himalayan region of Kashmir, is increasingly significant, the independent Swedish institute said in its annual report. "The greatest risk of nuclear war in South Asia arises from Pakistan's long-standing strategy of using the threat of early first use of nuclear weapons to deter conventional war," the report said. Although the tests "did not pose a direct challenge to the NPT, since neither state is a party to the treaty, they underscored the fact that the treaty regime did not enjoy universal legitimacy," SIPRI noted. The Army, the Navy, the Air force and the Coast Guard are all in a state of ``high alert'' following Pakistani troop movements along both the Line of Control (LoC) in Kashmir and the entire India-Pakistan border. The Indian movements, however, are defensive and precautionary in nature following Pakistan's mobilisation of its army and air force in the border regions. ``We are aware of the moves by the enemy (Pakistan). We have taken requisite measures,'' said Army spokesman Colonel Bikram Singh. However, military officials were tightlipped about details.

The Pakistan army is reported to have activated all its formations. For example, it has moved two divisions (about 30,000 to 40,000 soldiers) opposite the Kargil sector alone. A Pakistani army attempt to launch a limited offensive in the Turtuk sector was uncovered recently. Pakistani formations have similarly been activated in Punjab and Sindh facing Punjab, Rajasthan and Gujarat. This is the first time since the Indian military exercise ``Brass Track'' and the Pakistani military exercise ``Zarb-e-Momin'' that closely followed it 1987 that the two sides have mobilised their armies to such an extent. The Indian Navy is learnt to have taken the extraordinary measure of conducting its summer exercises in the Arabian Sea instead of the customary Bay of Bengal. This has involved augmenting the Western Naval Command in Mumbai with ships and submarines from the Vishakapatnam-based Eastern Naval Command - the Navy's only other operational command. In addition, the Navy's solitary aircraft-carrier, INS Viraat, currently undergoing repairs at Cochin, has been put on 10 days' notice to sail out if required. The Navy has also stepped up aerial surveillance of any Pakistan navy movements in the Arabian Sea with the Tupelov-142 and Ilyushin-38 maritime patrol aircraft.

The Army has cancelled the leave of soldiers deployed in Kashmir and curtailed the leave of soldiers of other formations, some of which have been placed at short notice alert of just 10 to 12 hours. Several Army formations, including armoured units, have been moved to operational areas. Similarly, the Army has taken up positions along the first-line defences (ditch-cum-bunds) in the plains to maintain vigil against any Pakistani armour movement. The Indian Air Force has similarly put its strike and air defence aircraft squadrons on high alert, while some have even been moved to their operational areas. The radar network along the international border has been activated to maintain a vigil on Pakistani air force activity. Considerable Pakistani air force activity, has for example, been noticed in Skardu (Baltistan) opposite the Kargil sector.

Paradigm shift in India-Pak ties

Even as it reiterated its determination to undo Pakistani transgressions on the Line of Control (LoC), the government announced a ``paradigm shift'' in its relations with Islamabad. Senior officials, speaking on condition of anonymity, stated that the country, and the world at large, will have to face the blunt reality that a relentlessly confrontationist attitude towards India was inherent in the very creation of Pakistan. Successive governments in Islamabad have sought with varying degrees of intensity to destabilise India, wreck its unity and challenge its integrity over the past five decades. Pakistan's latest actions along the LoC, the officials said, were only a more provocative, escalatory version of what it has been doing for the past 10 or 12 years.

It demonstrated yet again that though it was ``dysfunctional'', the Pakistani state has sought to vindicate the pernicious two-nation ideology which sustains it. The officials said the immediate aim of the government was to ensure through military and diplomatic means to restore this status quo ante on the LoC ``regardless of the cost and consequences''. India's intentions were made unequivocally clear to the Pakistan foreign minister Sartaj Aziz here on Saturday.

Simultaneously major world Capitals have been apprised of Islamabad's perfidious conduct and of India's single-minded purpose to safeguard the sanctity of the LoC. The government is of the view that Pakistan, without budging an inch from the ground it has encroached upon, will continue in the days ahead to engage in more provocative acts elsewhere in Jammu and Kashmir even as it repeats its self-serving refrain that it is prepared to talk to New Delhi to ``defuse tension''. The officials said that Pakistan and the outside world are fully aware of the reasons that led to the tensions in the first place. Consequently the only point worth considering now is to address those reasons squarely.

This will also entail a loud and clear rebuff to Pakistani attempts to create doubts about the LoC. The maps signed by the two countries should leave no one with the illusion that the LoC demarcation can be challenged. On the reaction of the major powers, the officials said that all of them understood India's concerns perfectly. Some of them, however, could be tempted to resort to ``evangelical zeal'' should the situation on the ground deteriorate. They added India must be prepared for such an eventuality. But over and beyond restoring normalcy on the LoC, the officials said, ``it is now imperative for the country to increase its state of preparedness at all levels. No efforts should be spared to enhance the country's military capabilities. It is only a militarily strong nation that can engage in a dialogue which does not end up as it has done in the present instance into an act of betrayal.''

India and Pakistan, daggers drawn in Kashmir, held a dialogue of the deaf on Saturday. The stand-off set some Indian newspapers speculating whether they were on the path to a wider war. India is waging a costly air and ground battle close to the Kashmir ceasefire line to dislodge a well armed force it says are mostly Pakistani regular soldiers, plus some outside Islamic militants.

Both sides regularly complain of shell fire and other violations across the line of control. Pakistani Foreign Minister Sartaj Aziz's visit to New Delhi did nothing to lower the heat between the two neighbours, who fought three wars in the past half-century and are now both declared nuclear powers. Aziz and India's Jaswant Singh held a scant 70 minutes of talks. The body language was cold. They then held separate news conferences within a stone's throw of each other -- neither giving an inch on his country's position.

Experts now expect the fighting to intensify as snow melts from the high ridges and the Kashmir Valley warmed up. No one is predicting quick finish. A senior Indian official said on Sunday that so long as India contains its warfare on its side of the Line of Control in disputed, mainly Moslem Kashmir, ``Pakistan cannot retaliate, and the international community will not step in.'' But opposition groups are baying for Defence Minister George Fernandes's dismissal, saying he botched the response to a well-planned Pakistani infiltration. Indian officials complain that their forces are fighting with one arm tied behind their back because of the threat of an atomic flare-up. ``Nuclear weapons have prevented this from bursting into full-scale war,'' one said.

A senior Indian defence official, asked if the air strikes, now well into their third week, would end soon, said: ``We have to get rid of them. But it is a very torturous campaign.'' Inevitably, he drew a parallel between Kashmir and Kosovo. ``NATO with its sophisticated weaponry couldn't finish the Serbs in 78 days even on level ground; we are fighting in very treacherous icy Himalayan terrain and staying painstakingly on our side of the frontier. How can you have a quick end?'' The longer the fighting continues, the closer Prime Minister Atal Behari Vajpayee's caretaker government will get to national elections, tentatively set for the last week of September.

Vajpayee's national security adviser Brajesh Mishra likely had more than military targets in mind when he told the Indian Express newspaper on Sunday: ``By the end of September, we will be on top of the situation.'' But Islamic militants based in Pakistan served notice on Saturday they would not give in easily. ``Mujahideen (holy warriors) continue to occupy 250 to 300 square kilometres which they have captured in Kargil and Drass (in Indian Kashmir),'' the Lashkar-i-Tayyaba group said. At Saturday's talks India stuck to its position that the infiltrators, whom Islamabad calls Kashmiri freedom fighters, were mainly Pakistani army regulars. ``As soon as Pakistan accepts that this myth-making about freedom fighters in Kargil is an untenable euphemism for intrusion, we move forward,'' Jaswant Singh said on Saturday.

Might India decide to risk a full-blown war by striking back across the Line of Control in Kashmir? Columnist M.J. Akbar wrote in Sunday's Asian Age newspaper that India must chart its course carefully if it did so. ``The country is in a mood to support a larger war; the government must decide whether it can sustain it,'' Akbar wrote. ``There is the heat of anger in the Indian air, further fuelled by a genuine sense of injustice. Revenge is a dish best eaten cold.'' But Akbar warned Vajpayee's government it must stop acting in confused ways. ``Victory is achieved by those who can shoot straight. To shoot straight you must think straight. We need more evidence of this from our government.''

NEW DELHI, June 7 (Reuters) - The following is the text of a speech by Indian Prime Minister Atal Behari Vajpayee which was broadcast on national television on Monday:

``My dear countrymen, You are well aware of the situation which has developed in Kargil; It is a serious situation; It is a situation fraught with danger; It is a situation that has arisen from one simple fact; the decision of Pakistan to cross the line of control, to send its men and materials to occupy our territory.

No government can tolerate such an incursion -- our government certainly will not.

Countries the world over have recognised that we have the full right to evict these intruders from our soil. But for me, and for my government this is not just a matter of our having a right. It is our duty to rid our sacred motherland of every single intruder.

For this reason, as you have seen, our armed forces have launched a major operation to drive them back. No one should entertain the slightest doubt; they shall not stop till they have completely attained their objective. No one shall stop them till they have done so.

You know well that our relations with Pakistan, as with all our neighbours, were improving rapidly; The prime ministers and other ministers of the two countries were in regular contact; Dialogue among officials of the two countries was proceeding constructively and satisfactorily; Areas of cooperation had been identified, and, at various levels, plans were afoot to work together on each of them; Most importantly, people-to-people contacts and exchanges had opened up as never before in fifty years -- there had been an outpouring of goodwill on both sides.

In the midst of all this, regulars of the Pakistan army and infiltrators have been sent across. Fomenting insurgency here was heinous enough. But this time army regulars have been sent. They have been sent to occupy out territory. And, having occupied it, to choke off our links with other parts or our country -- in particular with Siachen and Ladakh.

This step has been taken after a great deal of preparation. It was a pre-planned operation. It is a repudiation of the letter and spirit of the Lahore Declaration. It is a violation not just of one article of the Shimla Agreement, but an eightfold violation of that solemn Agreement.

The Shimla Agreement binds each side to respect the territorial integrity, sovereignty, and independence of the other. The clauses repeatedly enjoin that neither side shall use the threat of force or force to affect the territorial integrity of the other. The agreement deals specifically with the line of control. It lays down that the line of control resulting from the cease-fire of December 17, 1971 ``shall be respected by both sides.'' Furthermore, that ``Neither side shall seek to alter it unilaterally.'' The agreement goes a step ahead and specifies, ``Both sides further undertake to refrain from the threat or the use of force in violation of this line.'' And yet that is exactly what Pakistan has done: it has used force in an attempt to unilaterally alter the line of control.

This having been done, it has now been said that the line of control is vague. This is nothing but an ex post artifice to justify aggression. After the agreement in Shimla in 1972, the military authorities of the two sides went over the line of control -- section by microscopic section. The salients, the locations, the coordinates were marked out on detailed maps. The excercise was done thoroughly: five months were expended on delineating the maps so that no ambiguity may remain. Not just that, at no time in the last 27 years has the line of control been called in question -- not once, not on a single occasion.

The new assertion, therefore, is just a contrivance to explain away the aggression. It will fool no one. And I do want to make it plain; if the strategy now is that, the intrusion should be used to alter the line of control through talks, the proposed talks will end before they have begun. India is always open to talks. But the talks must have a definite, specific purpose. In the present instance, the subject is one, and one alone: the intrusion, and how Pakistan proposes to undo it.

To discuss this, our doors are always open, and all dates are convenient to us. India wants peace. We are at peace with all other neighbours of ours. We were taking major steps with Pakistan also -- towards undoing the 50-year history of bitterness. Our people desire it. Our government is committed to it. We have traveled quite some distance for it. I remain confident that the people of Pakistan too yearn for peace and harmony. They know the possible costs of hostilities -- of how these will push economic gains even further beyond the horizon. They know that in today's world whosoever launches aggression of any kind will get isolated in the international community.

Moreover, both India and Pakistan are nuclear powers. Our responsibilities in this regard are all the greater. Therefore, I once again urge the government of Pakistan: Undo the armed intrusion. We must hope, my countrymen, that even now reason will prevail, that those within Pakistan who see the folly of aggression will have their way. But till that happens, we have a job on our hands.

Our first thought, and our last thought must be for our jawans, for our airmen and our officers who are fighting back the intruders. I want each one of them to know: the entire country stands with you, every Indian is grateful to you. The whole operation has been thrust upon us. To ensure victory, you would not be wanting in your requirements. Our jawans and officers are laying down their lives. Should we be continuing our petty squabbles at such time? We should stand by them and avoid unnecessary debates. Let us use this occasion to learn from our defense forces: let us translate into our own conduct some of the discipline for which they are renowned.

The whole world is watching how our brave armed forces are defending the Motherland in inhospitable hilly terrain and at grave risks to their lives. In this hour of crisis, we must maintain our equanimity and act with confidence. We should not be disheartened by some momentary mishap. We must realise the gravity of the situation and emulate the fortitude with which our fighting men take such events in their stride; Have confidence in the ability of our armed forces. The armed forces shall accomplish this task and ensure that no one dares to indulge in this kind of misadventure in future.''

BOMBAY, June 8 (Reuters) - The Indian rupee weakened sharply in opening deals on Tuesday as renewed concerns that the Kashmir conflict would escalate triggered dollar purchases, dealers said.

The rupee was quoted at 43.025/045 per dollar at 9:10 a.m. (0340 GMT) compared with the opening 42.97/43.0 and Monday's close of 42.975/985.

23:44 06-07-99 "Market is reacting to the indications of war both countries have spoken about," said one dealer with a private bank.

"Besides, central bank statements that the rupee will be market-driven have led to some import forward purchases," he said.

Hopes of a resolution in the dispute between India and Pakistan, which started with Indian airstrikes to flush out militant infiltrators in Kashmir on May 26, receded amid a delay in peace talks.

Pakistan accused India of "talking of war" and vowed to defend its security after New Delhi rejected a Pakistani proposal to send Foreign Minister Sartaj Aziz for talks on Monday.

Indian Prime Minister Atal Behari Vajpayee warned Pakistan on Monday that the Kashmir conflict was fraught with danger.

Indian Foreign Minister Jaswant Singh was quoted on Tuesday as saying Pakistan wanted to turn the current Kashmir crisis into a wider confrontation.

"The early dollar demand will soon taper off and re-emerge after the Reserve Bank finishes its position monitoring," said a dealer with a European bank.

Dealers said the Reserve Bank of India (RBI) normally checked banks' foreign currency positions around 10:30 a.m. (0500 GMT) and banks avoid maintaining a large position at that hour.

"A semblance of nervousness in the market due to border tensions, fear of RBI buying to pump in liquidity and the future uncertainty in polity to invite importers to hedge near-term (dollar) payables," Centurion Bank said in its market commentary on Tuesday.

The rupee had slipped to an intra-day low of 43.04 on Monday after a senior RBI official said the rates would be market-determined.

RBI Deputy Governor Jagdish Capoor on Sunday told Reuters he expected the recent pressure on the rupee to abate, but also said the central bank would not stand in the way if markets proved determined to push the rupee lower.

He confirmed that the RBI had been instrumental of late in supporting the rupee and such efforts were smoothing operations.

The State Bank of India (SBI) had also bought dollars on Monday and dealers said it could be either acting on RBI's behalf to check the rupee's gains while simultaneously augmenting liquidity or funding oil imports.

Dealers said forward premiums could move up in tandem with spot rates since some of the dollar purchases were by importers hedging forward exposures.

The six months premium ended at an annualised 5.31 percent on Monday, little changed from the weekend's 5.33.

SRINAGAR, India, June 5 (Reuters) - Indian troops pushed back heavily-armed guerrillas in key parts of northern Kashmir as its fighter planes prepared for more bombing runs on Saturday, military officials said.

Soldiers had wrested back key posts in the snow-swept Batalik sector, where the heaviest fighting had been reported, and were pushing to recover high ground in the Drass and Mushkoh sectors near the military control line with Pakistan, they said.  

Hundreds of armed guerrillas who New Delhi says are a mix of Afghan mercenaries and Pakistani soldiers breached the ceasefire line and took control of strategic heights above a key Indian highway linking the Kashmir valley with the mountainous Ladakh region.

``In Yaldor-Batalik sector we have pushed them back from one entire ridge line...and we have reached the line of control over here,'' Brigadier (General Staff) A.K.Chopra told a news conference in Srinagar, the summer capital of Jammu and Kashmir state.

Chopra said the troops were battling to recover the heights in Drass and Mushkoh sectors. ``In Drass and Mushkoh we are still in the process of clearing them,'' he said.

Military officials said the operations to eliminate the infiltrators who they said were militarily backed by Pakistan would take time because of the difficult terrain. Indian planes were due to resume bombing runs against bunkers and tents pitched by the infiltrators on ridges and in mountain folds, air commanders said.

Chopra estimated 200 intruders had been killed so far and said several bodies were lying on the slow-clad heights. The Indian army had lost 51 soldiers and 230 had been wounded, he said. Earlier on Saturday, India and Pakistan, which have fought two of their three wars over Kashmir, swapped artillery fire along the line of control. ``Shelling is going in across the line of control in Kanzalwan, Keran, Poonch, Mendhar,'' a defence official said in Jammu, the winter capital of Jammu and Kashmir.

Tensions over Kashmir between the nuclear-capable rivals rose to the highest level in nearly three decades after the intruders breached the sensitive control line and New Delhi ordered air raids against them. The Indian army said it would hand over bodies of three Pakistani soldiers killed fighting alongside guerrillas on India's side of Kashmir. ``Now this is clear proof of Pakistan's involvement in the intrusions which are done in our country across the line of control,'' Chopra said. Islamabad has denied the Indian allegations and instead accused New Delhi of escalating tensions by launching air strikes against ``freedom fighters'' in Kashmir.

SRINAGAR, India, June 4 (Reuters) - Thousands of Moslem guerrillas are poised to enter the Indian part of Kashmir, a senior Indian police official said on Friday. The official, who declined to be named, confirmed newspaper reports quoting intelligence sources that 2,000-3,000 more infiltrators, mostly Afghan mercenaries and Pakistani militants, were waiting to cross over into the Kashmir Valley.

India has launched daily air strikes since May 26 against guerrillas who have crossed into India's side of the Himalayan region. The police official said the guerrillas, who are waging a jihad or Moslem holy war to try to expel Hindu-majority India from Kashmir, were trying to open a new front. Indian troops are locked in artillery duels with hundreds of heavily armed fighters who have occupied strategic mountain heights in Kargil, Drass and Batalik sectors.

India says the infiltrators include both guerrillas and Pakistani soldiers. Pakistan says the militants are local ``freedom fighters'' who have been fighting Indian rule since 1990. The official said that after separatist militancy spread through the Indian border districts of Kupwara, Poonch, Rajouri, Doda, Anantnag, the only area left was Kargil.

 

``Pakistan's aim is clear. It wants to gradually extend the arc of militancy in the state,'' the official told Reuters. ``They are not sending in Kashmiri militants,'' he said. ``They are using them as guides...'' India blames Pakistan for supporting the separatist revolt in the province, its only Moslem-majority state. Islamabad says it offers only diplomatic and moral support to the Kashmiri people. Army officials say the operation to install the armed guerrillas in Indian-controlled Kashmir must have been planned three to four months ago. ``Up to May this year, 400-500 separatists from across the border had come in,'' the police official said. Police and military officials admit that there was an intelligence failure as the administration failed to detect the large-scale breach of the military control line with Pakistan.

They said India's external intelligence arm, the Research and Analysis Wing, which was created after the 1962 war between India and China war, should have more vigilant. ``There was a total intelligence failure,'' the official said, adding that even routine helicopter reconnaissance over the area could have detected the infiltrators' movement.

Pakistan ramps up hype on nuclear test anniversary

 ISLAMABAD, May 25 (Reuters) - Chess competitions, boxing tournaments, blood

donor drives and billboards praising ``nuclear heroes'' are among the diverse

ways in which Pakistan is promoting the first anniversary of its nuclear

tests.

  

Dubbed ``Yaum-e-Takbeer'' -- roughly translated as ``The Day to Praise God''

-- the May 28 anniversary has resulted in an outpouring of official events

and memorials.

  

Prominent in several places in the capital Islamabad are giant billboards

with pictures of Prime Minister Nawaz Sharif and Pakistan's top nuclear

scientist, Abdul Qadeer Khan.

 

``We (are) proud of our nuclear heroes,'' the signs read.

  

Khan designed the nuclear devices and Sharif made the decision to test them

last May in response to similar tests by rival India two weeks earlier.

  

Banners showing mushroom clouds and reading ``Congratulations to Sharif and

Khan'' have been hung from overpasses in the city and the finishing touches

are being put on a permanent replica of the Chagai nuclear test site in

Baluchistan province.

  

The marble-based replica sits beside a highway just outside Islamabad. Sharif

will inaugurate it on Friday.

  

On Friday, in addition to speeches, a fireworks display will be put on in

Islamabad to mark ``Yaum-e-Takbeer,'' which was the winner of a name-the-day

contest.

  

There are also May 28 art shows that will ``highlight self-reliance,'' the

official APP news agency said.

  

In addition to a poster competition and a radio quiz show for college

students on nuclear technology, government agencies are also putting on a

Yaum-e-Takbeer basketball championship, a bicycle race and a table tennis

championship.

  

``Talk about going overboard,'' said one Western diplomat.

  

Sharif has repeatedly said May 28 was the most important day in Pakistan's

history after August 14, the country's independence day.

  

Pakistan has dismissed Western criticism of its celebrations, saying they

were being held to honor the country's scientific achievements and show its

self-reliance.''

 

 ``We are not celebrating any military victory as many countries do every

year, but we are celebrating self-reliance, security and technological

advancement of our scientists,'' Information Minister Mushahid Hussain said

at the weekend.

 

 The United States criticized Pakistan's May 28 plans last week.

  

``Let me say that we don't think there's anything to celebrate about the

nuclear tests in India and Pakistan,'' State Department spokesman James Rubin

said.

  

``These tests have harmed the standing of these two countries in the world

and have harmed their ability to get international support for their

necessary economic growth, so there is nothing good about it,'' Rubin said.

India Launches Kashmir Airstrikes

NEW DELHI, India (AP) -- Indian air force jets and helicopters fired on intruders in the disputed Kashmir province today, marking the most serious escalation of fighting since both countries tested nuclear weapons last year.

Indian officials charge that about 600 infiltrators -- allegedly Afghan mercenaries supported by Pakistani forces -- moved into the Indian-controlled Himalayan region earlier this month, posing a threat to Indian supply lines in the Himalayan state.

"This is the start of operations and they will continue until our defense forces reoccupy our territories. Any escalation of this conflict will be entirely the responsibility of Pakistan,'' the Defense Ministry said in a statement in New Delhi.

Pakistani Foreign Minister Sartaj Aziz immediately issued a stiff warning to India. "We are retaliating and we will retaliate,'' he warned, without elaborating.

Aziz also said that Pakistan knew nothing about the infiltrators. "No one knows where they come from and who they are,'' he said.

India and Pakistan have fought two of their three wars over Kashmir, which is divided between them by a U.N-monitored cease-fire line. More than 15,000 people have been killed in fighting between rebels and security forces in Indian-held Kashmir in the last 10 years.

India has not used air power in Kashmir since 1990. Pakistan and India, which were partitioned when they gained independence from Britain in 1947, tested nuclear weapons in May 1998, prompting fears of a nuclear arms race in the subcontinent. Both countries claim all of Kashmir.

Maj. Gen. Joginder Jaswant Singh, additional director of army military operations, told reporters that the infiltrators have taken up positions four miles inside India in the Drass, Batalik, Kaksar and Mashkok mountains of northern Kashmir.

Intelligence reports, backed by photos taken by Indian satellites, showed at least 600 infiltrators, Singh said. The reports also said they have anti-aircraft missiles, radar, snow mobiles and sophisticated communications equipment.

The attacks were carried out within Indian-occupied regions, Indian Brig. Mohan Bhandari said. Troops were expected to take over the intruders' positions once they retreat, officials said. India's fighter jets and helicopter gunships attacked the intruders after both armies began exchanging mortar and heavy artillery fire two weeks ago.

The exchange of mortar and heavy artillery fire in the Kargil and Drass regions has left at least 160 people dead, Bhandari said. Thousands of residents of the region have fled to safe villages along the Suru River.

The air force joined the operation because the infiltrators had occupied positions at altitudes of up to 16,000 feet, said Air Commodore Subash Bhojwani, director of offensive operations.

The attack came a day after Prime Minister Atal Bihari Vajpayee said all steps -- including airstrikes -- would be taken to push back the infiltrators. Vajpayee said he warned his Pakistani counterpart, Nawaz Sharif, to withdraw the intruders in a telephone conversation Monday.

ISLAMABAD, May 24 (Reuters)

The father of Pakistan's nuclear bomb says he has no regrets for making atomic weapons to equal arch-rival India and that more are still being made.

``I never regretted (it), because I believe that the bomb I made is for peaceful purposes. It has served the purpose, it has saved us from war,'' Pakistan's top nuclear scientist Abdul Qadeer said in a weekend interview with Reuters Television.

Pakistan has begun a week-long first anniversary celebration of its first nuclear tests, which sparked an international outcry and economic sanctions. The sanctions triggered an economic crisis from which the country is still reeling.

But Khan, 63, who also created the 2,000-km (1,250-mile) Ghauri missile that can carry nuclear warheads, said the price was worth paying, considering the security threat Pakistan saw from India, with which it has fought three wars since 1947.

``You have to pay a price for your independence and sovereignty, so this was part of the game,'' he said, referring to Pakistan's economic crisis. ``I think we have done a good job and it has been quite useful for the country.''

Khan said the six nuclear detonations -- five on May 28 last year and one two days later -- had not depleted Pakistan's stockpile as some critics had suggested.

``We have been making the nuclear material for a long period, and exploding a few devices doesn't mean that the stock has been finished or depleted,'' he said. ``We have enough stock for our security and for deterrence, more than enough.''

Asked whether his Khan Research Laboratories had made any more bombs after last year's tests, he said: ``Sure, because as long as you don't sign NPT (Non-Proliferation Treaty) the process will be carried on.

``The Indians are doing the same and we are doing the same. When the plant is working, is operational, the production cannot be stopped.'' He said Pakistan was better off after the nuclear tests. ``If you had not exploded the nuclear devices, the Indians would have called our bluff,'' Khan said, referring to what Pakistan saw as threatening statements by Indian leaders after New Delhi's nuclear tests earlier last May. India has cited nuclear-armed China as a major security concern.

``They might have indulged into an adventure...and it would have been too late. ``The cost would have been tremendous. Probably neither they could pay nor we could pay. Pakistan and India Play Dangerous Tit-for-Tat...05/27/99

Both sides say they want to keep a lid on their Kashmir scuffle, but the stakes are rising daily.

Indian artillery is set into position along their disputed border in Kashmir. Now it's India's turn. Politically, the last thing either India or Pakistan can afford to do is to show weakness in relation to the other. So New Delhi is now bound to up the ante after Pakistan Thursday downed an Indian MiG-27 and claimed to have also hit an Indian MiG-21 that had crashed in the Kashmir border region. The two nuclear-armed states are once again jostling at the brink of full-blown war in Kashmir after India Wednesday began bombing some 600 Pakistan-backed guerrillas who had crossed into its territory.

"Although both governments want to avoid a slide into all-out war, India is determined to respond forcefully to the most serious incursion into its territory since 1948," says TIME New Delhi correspondent Maseeh Rahman. "Pakistan may be tempted to defend the infiltrators by attacking Indian planes, but that would mean a full-scale war."

Pakistan has denied responsibility for the incursion by heavily armed insurgents, some of whom may have been trained in the Afghanistan camps of alleged superterrorist Osama Bin Laden. But Islamabad's protestations of innocence are dismissed in New Delhi, which insists that an incursion of this scale could not have been undertaken without active Pakistani military involvement. Thursday's shoot-down is taken by India as further proof of Pakistani complicity.

The countries have fought two of their three wars in the past five decades over Kashmir. But now that they're armed with nuclear weapons, leaders on both sides face the complex challenge of retaliating ever more forcefully while avoiding an actual war.

Or... is some intelligent being...of higher intelligence...trying to give us a veiled coded message regarding the horrific details of a very real event of our times? For those that suspect that the verses written by Nostradamus can be made to say anything one pleases...rather a common argument, without a great deal of logic...one often used due to very vague and confusing interpretations, often seen in books on Nostradamus...

However, because of exacting, specific details given in this type of interpretation... NO OTHER VERSE OUT OF THE THOUSANDS WRITTEN EVEN BEGINS TO GIVE SUCH SPECIFIC INFORMATION...NOR CAN ANOTHER BE FOUND ON THE SRINGFIELD INCIDENT. However, hope springs eternal...I hope a few souls of that particular persuasion will try to do so...they do indeed have thousands of supposedly easily twistable verses to work with. I await the 'easily found" and twisted information ... after all, thousands of verses await this possibility. Just be sure the details found are in exacting...specific detail as given here. Line two: "Taken from the Lake of Geneva to the port of "L'Orguion":" "Prins de Leman au port de l'Orgion" In this line, Nostradamus starts with a play on the French word..."Prins." It is not unusual for Nostradamus to code a word by the clever insertion of a significant additional letter...in this case...the "u," easily seen standing for the word..."you." [another phonetic-sound alike clue...after the inversion of the letter itself...an orthographic anagram puzzle technique]. This leaves the

French word..."pris," which can mean "taken"...or, as given in the French Dictionary ... "caught."

As when someone is caught...arrested...blocked. The next few words in this verse are very interesting... "...de Leman...," The modern slang...especially among modern day American teenagers...is to refer to the POLICE...as "the Man." It is indeed, a fact of History that the young, 15 year old Kip P. Kinke was caught...apprehended...as the verse says...in ANAGRAM FORM...by "the man [see the French..."L eman"]...the Police."

[note: the French word..."de," can mean, "by."] Another detail of psychic information ... very exact in it's preciseness exists in the final few words of the 2nd line in this verse...the "au," is veiled code for, " a n. , ONCE AGAIN WE ARE REVERSING THE "u," to give us the hidden..."n." This leads to the conclusion that Nostradanus was veiling the name of the number one city...as far as size...P O R T L A N D...of PORTLAND. Actually, not all that far from...SPRINGFIELD, OREGON...the site of the shootings. The term "L," used here, of course, has a hidden...understood letter involved...an "e." If we the term...ORGON...AND ADD THE "e." We come up with spelling for...O R E G O N. Some version contain an extra..."i u," this could be code for the word, "in," with the ORTHOGRAPHIC reversal of the "u." The actual naming of Portland [ PORTL DE] and the term...ORGEGON is incredibly accurate in confirming the further details of this Prophecy...well over 430

"Nay de trois bras predict bellique image," Nostradamus now gives us very specific confirming details regarding the "ravage." He relates in his psychic vision the following details of the shootings that took place.

He states, "born with three arms..." Did not our 15 year old killer enter the cafeteria "BEARING" THREE ARMS...the exact number of guns in his possession when he entered the Cafeteria at THURSTON HIGH SCHOOL. Indeed he was..."born with three arms...weapons. A direct...exact visual exactness hardly explainable...other than he actually saw the incident as it happened!

Do we have further proof of such a demanding...exact...verifiable piece of historical accuracy? We need further proof of his psychic accuracy. Does the Prediction give an undeniable fact regarding the incident? Consider the following information: The news media report a conversation that Kipland Phillip Kinkle had with a friend shortly before the Cafeteria rampage, where he stated...exactly...that if he ever got mad enough he would go to the school cafeteria and start shooting!

This certainly would fit in with the rest of the line in the verse under consideration. KINKLE certainly presented a WAR LIKE IMAGE...dressed in fatigues...and shooting from the hip...more than fifty shots. Indeed...as Nostradamus clearly indicates...HE PREDICTED THE EXACT EVENT IN THE CAFETERIA.

The last line of a Nostradamus Prophecy is usually contains information of very exacting dimensions...sort of a last major attempt at extreme psychic accuracy. DID NOSTRADMUS ACTUALLY PREDICT THE RECORDED DEATHS? The last line of the verse seems to tell something in regards to "three crowns."

SMALLPOX DANGER REMAINS THREAT,VACCINE SHORTAGE A THREAT...05/08/99

Release at 7:01 p.m. EDT LONDON (Reuters)

Smallpox has been eradicated for nearly two decades but the threat of the disease still exists and there is not enough vaccine left to fight a major outbreak, a medical journal warned Friday. ``Declaring a disease eradicated does not consign it to history,'' The Lancet said in an editorial in its latest issue. ''The threat of smallpox persists, and the world is unprotected and unprepared.'' Although the last reported case of the disease was in 1977 and the only known stocks of the virus are held in high-security research centers in the United States and Russia, the weekly medical journal said terrorist groups and some nations may also have samples of the highly contagious and deadly virus. If it was released, either deliberately or by mistake, it could have disastrous consequences because world supplies of the vaccine are low and it is no longer being made.

A worldwide vaccination program led to the formal eradication of the disease in 1980. Since then, production facilities for a vaccine have been destroyed or dismantled. The current worldwide supply of vaccine is estimated to amount to about 50 million doses, meaning no country could protect itself fully from a major outbreak. ``Experts believe even a crash program to manufacture vaccine would take at least three years before the product was available,'' the magazine said.

Because smallpox is highly contagious and deadly, with a 30 percent fatality rate among unvaccinated people, the contamination and death rate could be disastrous. ``Only a concerted international effort to replenish vaccine supplies will afford us any reasonable measures of safety from an epidemic of unknown properties,'' The Lancet said.

The World Health Organization recommended in 1996 that all the remaining known stocks held at the U.S. Centers for Disease Control and Prevention and the Russian State Research Center of Virology and Biotechnology be destroyed by June 1999. But last month, President Clinton decided to seek a delay because the stocks would be essential to make more vaccine or new antiviral drugs against the disease.

The World Health Assembly, the WHO's governing body, is due to debate the issue when it meets in London next month.

Oklahoma Tornadoes Destroyed 10,000 Homes

OKLAHOMA CITY (Reuters)

Some 10,000 homes were destroyed by this week's killer tornadoes in Oklahoma, a staggering disaster that will take months if not years to overcome, officials said Friday. As storm-torn neighborhoods around Oklahoma City prepared for a visit from President Clinton Saturday, the scale of the devastation continued to stun residents and relief workers alike.

Buddy Young, regional director for the Federal Emergency Management Agency (FEMA), said it appeared that far more homes were destroyed by Monday's flock of twisters than earlier believed. ``The state insurance commissioner said in his report based on his adjusters that there are 10,000 homes that are unlivable,'' Young told a news conference. That number was some five times higher than earlier estimates. One insurance group has already said it expected the insured losses around Oklahoma City alone to reach as much as $500 million.

Clinton will fly over the most damaged areas around Oklahoma City Saturday and will meet families in one devastated neighborhood, Young said. Clinton, who ordered federal emergency aid made available for parts of Oklahoma and Kansas, will view flattened areas from a helicopter and then set down on one street to meet local families.

White House advance teams were selecting the area Friday. ``We are not going to get out and disrupt operations. It'll be a very quiet deal,'' Young said. The president's visit will come as emergency crews, local officials and stunned residents continue picking through the remains of neighborhoods that are little more than rubble.

In areas already cleared by rescue and safety workers, residents have been salvaging what they can find, while in others dogs and digging crews were searching for some 14 people listed as missing. Oklahoma City, its suburbs and nearby small towns took the brunt of damage from a swarm of tornadoes that included at least one half-mile (.8 km) wide funnel classed as the fiercest kind of tornado with winds over 260 mph (418 kph).

The death toll was 41 in Oklahoma while the same storm system killed five people in Wichita, Kansas. Another twister killed one woman in Titus, Texas Tuesday and related storms sweeping in Tennessee left four dead there Wednesday. Fourteen people remained unaccounted for as of late Thursday, officials said. FEMA, which coordinates federal money, personnel and materials in emergency relief efforts, will likely be active in the Oklahoma City area for at least three months, Young said. ``It'll take three or four months to work through the emergency response alone from FEMA,'' he said.

FEMA work includes providing rental vouchers for three months at a time to displaced families as well as rounding up federal equipment such as generators and lights from nearby military bases. ``The only thing we can do is emphasis patience,'' Young said. ``We can't make people whole but we are going to help them recover from as much of their loss as we can.''

US aircraft carrier movements leave gap in western Pacific

WASHINGTON, April 4 (AFP) - A switch in the rotation of US aircraft carriers in response to the Kosovo conflict will open a gap in the US naval presence in the western Pacific, which the Pentagon intends to cover with US-based forces, officials said. The Pentagon announced Saturday that it was sending the Japan-based carrier USS Kitty Hawk to the Gulf rather than the USS Theodore Roosevelt, which has been ordered to the Adriatic to take part in NATO strike forces against Yugoslavia.

The Roosevelt was on its way to the Gulf to relieve the USS Enterprise, which is due to return home by May, but US Defense Secretary William Cohen decided to send the Kitty Hawk instead, the Pentagon said.

That would leave a gap in the US carrier presence in the western Pacific at a time of tension on the Korean peninsula, analysts noted.

"To maintain the US commitment in the western Pacific, Cohen ordered one F-15E fighter squadron, a carrier battle group, B-52s and EA-6Bs to remain poised in the United States, ready to deploy on short notice, if necessary," the Pentagon said Saturday.

Pope, still weak, condemns human cloning... 02/10/99

VATICAN CITY, Feb 7 (Reuters) - Pope John Paul, still looking weak after a bout of influenza, on Sunday condemned human cloning. The Pope, who had to cancel several public and private audiences last week because of the flu, seemed tired and spoke with some difficulty as he read a brief address to pilgrims and tourists in St Peter's Square. Aides said the 78-year-old Pontiff no longer had a fever and hoped to slowly resume a normal schedule. He canceled a visit to a Rome parish that had been scheduled for Sunday morning. Addressing a group of Italian university professors in the square, the Pope said he shared their recent ``firm condemnation of human cloning.'' Speaking from the window of his apartment on the Roman Catholic Church's ``Day for Life,'' the Pope said human life had to be protected from the moment of conception ``against any violation of its dignity.'' The Pope has taken similar stands against the implications of human cloning before. On Saturday he criticized proposals that would allow Italian women to use sperm from a man other than her partner to become pregnant through artificial insemination. Italy's parliament last week blocked a provision in a draft law that would have allowed artificial insemination using sperm from donors. The Pope was taken ill after he returned from a trip last month to Mexico and the United States, during which he condemned abortion and the death penalty.

One hundred kilograms of anthrax spores could wipe out an entire city in one go. It's only a matter of time before bioterrorists strike.

Since the end of the Cold War, the Western world has been experiencing an unaccustomed respite from the fears of large scale violence. No longer do two superpowers appear ready to bury civilization under a barrage of nuclear missiles. Strategic bombers, once perpetually on patrol, are parked in their hangars. The threat of Armageddon has faded. We ought to be safer. Safer, perhaps, but not safe. Military analysts warn that we should now be on our guard against a new type of savagery that kills civilians but spares their homes and offices, strikes without warning, and against which there may be no defense.

What is more, although this threat requires no radically new technology, the laboratories of academia and the biotech industry indirectly contribute to its development. The threat is Bioterrorism. A few hundred kilograms of a properly 'weaponised' bacterial preparation, carefully dried and milled to a precise particle size, has the potential to wipe out the inhabitants of an entire city in a single strike. A nuclear bomb in the hands of a deranged person has long been the stuff of nightmares, but the materials needed to make such a device are hard to obtain and exceedingly tricky to assemble.

Biological weapons are not nearly so difficult to manufacture. Many experts say that it is no longer a question of whether a major bioterrorist attack will occur, but when. 'It is really a matter of time,' says microbiologist Raymond Zilinskas of the University of Maryland Biotechnology Institute in College Park, who participated in the UN's hunt for Iraq's biological weapons after the Gulf War. 'I don't understand why it hasn't happened already.' Two factors make the threat of a bioterrorist attack greater than ever before, says Kyle Olson, a chemical and biological weapons analyst at TASC, a firm of defense consultants in Arlington, Virginia.

First, the unspoken taboo that previously dissuaded terrorists from using chemical or biological weapons against civilians has now been broken. On 20 March 1995, the nihilistic Japanese cult Aum Shinrikyo unleashed nerve gas on the Tokyo subway, killing 12 people and hospitalizing five thousand. Aum was also developing biological weapons.

Second, with the explosive growth of basic biological research and biotechnology, what was once regarded as esoteric knowledge about how to culture and disperse infectious agents has spread among tens of thousands of people. Grim reality People must recognize that the threat of Bioterrorism is not a curiosity, but a grim reality as we enter the next century,' says Olson. Most importantly, argue Olson, Zilinskas and others, public health authorities and emergency services must start planning now to cope with the aftermath of a variety of biological attacks. Biological weapons have been with us for half a century or more, but military commanders consider them too unpredictable and slow-acting, preferring the touch-of-a-button reliability of explosives. What is more, the international condemnation that the use of biological weapons would provoke gives any rational military strategist pause. Biological weapons are also an unlikely choice for most politically inspired terrorist organizations. 'Traditionally, political terror groups are trying to get a seat at the table and to establish the legitimacy of their cause,' says Brad Roberts, a biological weapons expert at the Institute for Defense Analyses, a think-tank in Alexandria, Virginia.

That goal would not be met by resorting to Bioterrorism. Nonetheless, terrorist experts fear that the probability of a surprise biological attack on an unprotected city is higher today than ever before. Many point to a new brand of terrorism-epitomised by Aum Shinrikyo-that lacks the restraints imposed by a political agenda. 'There are new actors appearing, individuals and small organizations that don't seem to care about establishing legitimacy, but just want to strike a blow in anger and kill as many people as possible,' says Roberts. 'For them, the calculation of the right level of violence seems to have no upper bound.' In addition, the number of trained biologists is soaring.

Life science PhDs awarded in the US increased by 30 per cent between 1975 and 1991 to more than 5700 a year. By 1994 England alone had 5700 biology graduate students. American industry now employs around 60 000 life scientists. There are over 1300 biotechnology companies in the US and about 580 in Europe; 25 years ago there were none. Moreover, many less developed countries, including Iraq, have their own biotechnology industries. The threat does not come from the fictional mad scientist engineering a deadly new germ, says Zilinskas, although the technology to create a Satan bug may soon be within our grasp (see 'What if . . .'). Instead, the widespread use of the basic tools of industrial biology has put the power to create 'traditional' biological weapons in the hands of tens of thousands of people. 'Advanced biological technologies have spread all over the world,' says Zilinskas. 'There are many more people who are technically trained, and the methods for culturing large quantities of bacteria are well worked out and commonly employed.' Olson agrees: 'A person who is smart, determined, trained in basic microbiological techniques, and willing to take a few short-cuts on safety and go at a few technical problems in mildly unconventional ways, could conceivably do some horrible things.' Horrible indeed. Bioterrorism is distinguished not only by its mode of killing, but also by the potential scale of destruction-thousands of times as many people as could be killed by a typical car bomb.

That awesome potential has caught the attention of the US government. A 1993 report on weapons of mass destruction by the US Office of Technology Assessment (OTA) lists the diseases that could be employed as biological weapons. They include plague; tularemia, a plague-like disease; and botulism, caused by a toxin from the common food-poisoning bacterium Clostridium botulism. But the most chilling reading in the report is the story of anthrax, the original biological warfare agent. Low-tech weapons Anthrax, a disease of cattle and sheep caused by Bacillus anthracites, can also kill humans. The external form of the disease, which sometimes strikes people who handle infected fleeces, causes unpleasant sores. The pneumonic form is far more serious, killing more than 90 per cent of its victims if left untreated. The key to triggering the second form of the disease is to create and disperse spore-containing particles of exactly the right size-between 1 and 5 micrometres-to ensure that they are retained in the lungs. As few as 8000 spores per person reliably causes a lethal infection. The spores cross the epithelial lining of the lungs and travel to the lymph nodes, where they germinate, multiply, and then spread to the other tissues, releasing toxins as they go. The first symptoms include vomiting, fever, a choking cough and labored breathing. Antibiotics can cure patients in the earlier stages of the disease. Without antibiotics, death from hemorrhage, respiratory failure or toxic shock follows within a few days. The OTA report emphasized that, for the most part, transforming B. anthracites into a weapon is a low-tech procedure.

It also noted that on a clear, calm night, a light plane flying over Washington DC (similar to the one that crashed into the White House in 1994), carrying 100 kilograms of anthrax spores and equipped with a crop sprayer, could deliver a fatal dose to up to three million people. Zilinskas emphasizes that making an anthrax weapon capable of murder on this scale is not a trivial undertaking. But while it may be much more difficult than building a fertilizer bomb, the problems are far from insurmountable. The tricky part, he says, is not culturing the agent, but processing the crude slurry into a form suitable for dispersal. 'You have to dry it somehow, adjust the particle size, load it into a canister, and spray it. If you wanted to be sure your preparation would work, you would also need to test your isolate for virulence, measure the particle size and perhaps field test your sprayer with a nonpathogenic bacterium. All the while you have to protect yourself and avoid detection.' A project of this complexity would require months of systematic effort, the practical engineering skills of a clever backyard inventor, and luck. These barriers, however, are not impossibly high. Basic microbiology skills-techniques an undergraduate studying the subject would be taught-should be sufficient to isolate B. anthracites from cattle pasture in areas where the disease is endemic, such as small areas of the US, and larger tracts of land in Russia and South Africa.

Using this as the starter culture, a terrorist with a 100-litre culture vessel-about the size of a home fish tank-could in a few days brew up several kilograms of crude slurry containing billions of spores. Drying the slurry would be tricky, though not impossible. Freeze-drying-a procedure in which material is frozen and put under a vacuum to remove water, and which is used on a small scale throughout the biotech industry-could be one option. Grinding the slurry powder into particles of the desired diameter would provide the greatest challenge, mainly because of the risk of contamination. Indeed, the most likely glitch all round is that the terrorists become the first victims, or that they infect their neighbors and give the game away. Moreover, Zilinskas says a few essential details are not commonly known. 'The Iraqis, as far as we know, never mastered the art of weaponising their bacterial agents, which included anthrax,' he says. 'Most of what the UN investigators found were crude preparations mounted on conventional bombs and missiles, which might not have dispersed very well.' But he notes that less ambitious attacks also pose a threat.

For example, a crude slurry of anthrax spores left in the tunnels of an underground railway system, where wind created by passing trains would dry them and blow them around, could claim thousands of lives. The Aum Shinrikyo attack on the Tokyo underground fell into this less ambitious category-and even that was bungled. Olson, who interviewed cult members in Japan both before and after the Tokyo incident, says that the attack was hastily planned, the batch of saran nerve gas the cult members manufactured was impure, and the dispersal device was nothing more than a bag punctured with an umbrella tip. Had the saran been pure, and the dispersal mechanism slightly more sophisticated, tens of thousands could have died. But John Sopko and his colleagues on the staff of the US Senate Permanent Committee on Investigations, who were asked to look into the attack by Senator Sam Nunn of Georgia, found that despite the cult's ineptitude there was plenty of reason to take notice. In a report presented last November at one of a series of Senate hearings on terrorism, they wrote that the cult, which had more than 40 000 members in Japan and Russia and one billion dollars in assets, had recruited hundreds of scientists to assist with its 'avowed purpose of plunging the United States and Japan into a war of 'Armageddon' from which the cult would arise as the supreme power in Japan.' Sopko and his colleagues-not the kind of people given to sensationalism-also noted that 'although the findings may initially sound far-fetched and nearly science fictional, the actions of the Aum .. . . create a terrifying picture of a deadly mix of the religious zealotry of groups such as the Branch Davidians, the antigovernment agenda of the US militia movements and the technical know-how of a Doctor Strangelove.' A manual on sarin production included the song Sarin, The Brave with the catchy lines 'Prepare Sarin! Prepare Sarin! Immediately poisonous gas weapons will fill the place. Spray! Spray! Sarin the Brave, Sarin.' Ebola expedition The cult also had a large biological weapons program, the precise extent of which remains unexplored to this day. 'There is an Aum lab-now sealed-that was devoted to biological agents, which has not yet been fully investigated,' says Olson. 'As early as 1990 they were trying to aerosolize botulinus toxin. We think they had anthrax as well. In 1991, (cult leader Shoko) Asahara led an expedition to Zaire to obtain samples of the Ebola virus. We have to assume they had progressed since then, but how far they got we don't know.' The Japanese cult is now out of action. 'My concern is (that) new groups will look at Aum Shinrikyo's activities and ask: 'How could I do this a little better?' ' says Roberts. Compared with Sarin gas, he says, 'biological agents might look a lot easier to work with-in terms of access to material, and the level of expertise needed-and more effective'. Only time will tell whether the Aum Shinrikyo attack will inspire or deter. But the Japanese tragedy has sparked concern that greater efforts are needed to prevent and prepare for a bioterrorist attack. On the intelligence front, the Aum experience is not encouraging. The Japanese authorities were aware of some of the cult's activities, and were poised to move against them. But though the US was known to be one of the cult's avowed targets, John O'Neill, chief of the Counterterrorism and Middle East Section of the FBI, admitted to the Senate that the cult's activities 'weren't on our radar screen'. Apart from acting on intelligence, another defense would be to restrict access to the tools of Bioterrorism, including starter cultures. In March 1995, Larry Harris, a microbiologist and a member of the Aryan Nations white supremacist group, used a forged letterhead and his professional credentials to order samples of Yersinia pests, the organism that causes bubonic plague, from the American Type Culture Collection, a clearing house for microbiological samples in Rockville, Maryland. The ATCC dutifully mailed the samples, but in the nick of time staff became suspicious that Harris did not have the expertise to handle plague and the vials were recovered unopened. Harris is being prosecuted for mail fraud-owning plague, it transpires, is not illegal in the US. In Britain any company that wants to keep lethal pathogens must prove to the government's Health and Safety Executive that it has adequate containment facilities. But, according to spokesman Mark Wheeler, the HSE has no jurisdiction over private citizens. Lindsey French of the Department of Health confirms that people may keep lethal pathogens at home. But she says that threats to do harm with those pathogens, transporting or storing them improperly, or obtaining them by fraud or theft, are illegal. Not that would-be terrorists need obtain their pathogens through official channels. If you know where to look, many can be isolated from the wild. But perhaps the most neglected area of planning is the medical response to an attack. 'The scenario changes with the agent used,'' says Philip Russell, former commander of the US Army Medical Research and Development Command in Fort Detrick, Maryland. He is now president of the Sabin Foundation, an organization based in New Canaan, Connecticut, which promotes vaccine use against natural diseases. 'Plague is different from smallpox, which is different from anthrax. We need a group of folks to go through different scenarios and think about what could be done other than counting the bodies.' For example, he says, plans are needed to ensure that large amounts of antibiotics, and properly trained and equipped people, can be rushed to the scene. In the US, these responsibilities fall to the Federal Emergency Management Agency and the Office of Emergency Preparedness of the Department of Health and Human Services, both in Washington DC. At the moment, although these agencies have adequate plans to cope with floods, earthquakes, and the occasional car bomb, OEP head Frank Young told a Senate hearing on 1 November 1995, 'there is no coordinated public health infrastructure to deal with the medical consequences of terrorism'. This is not to say there are no plans at all. Last June, President Clinton told government agencies-including the military - to improve their planning for a massive terrorist strike. But at the most recent Senate terrorism hearing, on 27 March, several key witnesses, among them P. Lamont Ewell, president of the International Association of Fire Chiefs, questioned whether the new plans were adequate and whether they had been sufficiently well rehearsed to cope with a real attack. In Britain, the Home Office takes ultimate responsibility for preventing Bioterrorism and for preparing to deal with its aftermath. It is characteristically enigmatic. Robert Smith of the Home Office has 'contingency plans drawn up, and they are ready to be used'. But he refused to give any details to New Scientist because 'that would defeat the object of the exercise'. In the wake of a major bioterrorist attack, undoubtedly the contingency plans would be rapidly and publicly overhauled. Meanwhile, consider this. The midmorning radio news reports an odd outbreak of a respiratory disease on the fringes of London. It rapidly becomes the top news story, first locally, then nationally, as more cases show up during the afternoon. Hundreds of people turn up at hospitals across the city gasping for breath. Doctors begin to suspect, and quickly confirm, that the bizarre disease is anthrax. An extended evening bulletin gives it saturation coverage. Experts from the Department of Health try to figure out where the spores came from and in which direction they are spreading. It all takes time -- time they don't have. Rumors are rife that supplies of antibiotics have run out. The authorities caution against panic. You know that you and your family have been exposed. . .

NKorea Said Increasingly Volatile...02/04/99

WASHINGTON (AP) - U.S. intelligence officials say North Korea's military discipline appears to be eroding, but there is no reduction in the threat the communist nation poses to U.S. and South Korean forces.

In a wide-ranging hearing Tuesday, the officials named Korea, Iraq and international techno-terrorism as the key national security challenges. ``I can hardly overstate my concern about North Korea,'' CIA Director George Tenet told the Senate Armed Services Committee. ``In nearly all respects, the situation there has become more volatile and unpredictable.'' Army Lt. Gen. Patrick Hughes, head of the Defense Intelligence Agency, cited intelligence reports that describe North Korean soldiers out of uniform, marketplace activity going on without governmental control, and frequent disruptions in the course of a military unit's training. ``All of this will encourage the North to rely still more heavily on risky brinkmanship in its dealings with the United States,'' Tenet said.

Still, North Korea continues to expand its conventional military forces and its ballistic missile capability. U.S. intelligence is closely following a massive North Korean construction project at Kumchang-ni, an underground complex large enough to house facilities for making plutonium and other weapons-grade material for nuclear weapons, Tenet said. ``We are deeply concerned that North Korea has a covert program,'' Tenet said. Neither Tenet nor Hughes see any reduction in tension with the Iraqi regime of Saddam Hussein. Though hampered by international sanctions, Iraq could, under the right circumstances, develop a large inventory of weapons of mass destruction, cruise missiles and short- and medium-range missiles and could expand its air and ground forces dramatically by 2020, Hughes said. ``Absent a fundamental change in governance, uncertain circumstances and a revitalization of military capability will be Iraq's direction,'' Hughes said.

In prepared text submitted to the committee, Tenet described Saddam as ``more frustrated and desperate to break out of (U.S.) containment'' but cautioned that he maintains a firm grip on power, ``leaving few vulnerabilities that can be exploited by those opposed to his rule.'' The CIA is under increasing pressure from Congress to develop covert strategies aimed at toppling Saddam, though most Iraqi experts give the effort little chance of success. Terrorism remains a key national security concern and Tenet said Americans and American interests are increasingly the target of international terrorists. Attacks by the suspected terrorist Osama bin Laden, believed responsible for last summer's U.S. embassy bombings in Kenya and Tanzania, ``could occur at any time,'' Tenet said.
