has the meaning of SWOLLEN, INFLATED, A BULGE, OR DISTENSION...EVEN
PREGNANT.
Thus, putting
the coded information together:
THE SUPREME
COURT[S] WILL RIGHT...OR MAKE LEGAL...THE SUNSHINE,
[CODE FOR:
FLORIDA, THE SUNSHINE STATE], THE BULGE...THE DISTENSION.
This basically
is the name given to the "CHAD[S]" PROBLEMS on how a
vote is to be counted..

difficult, or not easily used, misunderstood.
What is being
viewed as DIFFICULT...NOT EASILY USED ?
The answer

Another interpretation
